The purpose of an Incident Action Plan (IAP) is to identify and mitigate any potential risks associated with the planning, implementation and successful completion of an event occurring on the University's campus. IAPs are generally created for medium to large-scale events that occur on, or off campus.
University employees that are planning and coordinating an event should be committed to ensuring that all guests, campus community members and emergency personnel are able to clearly understand actions to take in the event of an emergency during the event.
Prior to the event, event leadership staff and other involved departments shall be advised of this plan and their duties during an emergency. The procedural information detailed in the action plan shall be strictly adhered to.
Step one: Complete the Campus Safety Services "Event Planning Form" to begin the process.
Step two Does your event meet any of the following criteria:
- Structures will be built (i.e. performance stage)
- Generators to power event equipment
- Will the event impact the right of way (i.e. public street closures)
- Will there be amplified sound that would extend beyond the main campus grounds
If yes to any of the above, a City of Santa Clara Special Event Permit Application will need to be filled out by event leadership staff.
Additionally, the Santa Clara Fire Department's Outdoor Special Events Standard should be used as a reference when the above application is being completed.

Security procedures are detailed below but may be revised prior to event start.
For all events hosted by the University, or approved third parties, all students, staff, faculty, volunteers, guests, and vendors may be subject to screening when entering any on campus event venue, possibly with a metal-detecting wand or similar devices.
Security screening is voluntary; however, refusal to allow screening will result in denial of entry.
The University adheres to the "NFL Clear Bag Policy". Large purses, backpacks or bags will not be allowed. The policy states that each guest can bring one large clear bag - either a one-gallon Ziploc style bag or the 12" by 6" by 12" clear bag - plus a small clutch. A small clutch will be allowable as it provides privacy for small personal items, while also being easily searched. Note, under the discretion of the event organizers, camera bags or diaper bags may be allowed into the venue.
