In this proposal, we study, implement, and evaluate a fully dynamic query execution engine for the most modern data management systems on the cloud. We study the design and implementation of memory-adaptive database operators and machine learning tasks, goal-based, fair, and priority-based job schedulers, resource monitoring systems, and auto-scaling module. The query execution engine will be implemented in a way to be integrable with different data management systems while reducing their overall cost on the cloud and more sustainable by enabling resource sharing among different queries and operators.
